Construction engineering management culture shift: Is the lowest tender offer dead?

Abstract: The procurement of public construction projects must walk a fine line between the corruption of state officials and collusion of contractors. The method of awarding projects to the lowest responsible tenderer was originally implemented to guard against corruption of state officials. However, an investigation of the construction industry in the Canadian province of Quebec showed that lowest-tender-offer procurement gave rise to collusion of companies tendering for the contracts. Alternatively, best-value procurement has been used for decades, but here problems arise owing to the necessity of subjective judging of measures other than price to compare bids, giving rise to time- and money-consuming protests. The paper proposes a compelling argument that the construction engineering management (CEM) culture should refocus its efforts on enhancing project cost certainty rather than merely searching for means to design a project in a manner that produces the lowest initial cost, and awards the construction to the lowest tender offer that focuses on cost savings during the project development and delivery process. The difference in the two approaches is subtle but extremely important. To make the transition, the engineering management tools must be advanced to the next level. This means that all project control tools for managing cost, schedule, and technical scope must be transformed from working in the deterministic mode to the stochastic mode, thus making the probability of completing the project within or below its official budget the primary decision criterion. To do so, CEMs must accept that there is a benefit in paying more for an alternative that increases cost certainty for the entire project. The authors of this paper hope that it will provide the grist for a more general dialog across all industry sectors where engineering management is practiced.

Coupling evaluation for material removal and thermal control on precision milling machine tools

Abstract: Machine tools are one of the most representative machining systems in manufacturing. The energy consumption of machine tools has been a research hotspot and frontier for green low-carbon manufacturing. However, previous research merely regarded the material removal (MR) energy as useful energy consumption and ignored the useful energy consumed by thermal control (TC) for maintaining internal thermal stability and machining accuracy. In pursuit of energy-efficient, high-precision machining, more attention should be paid to the energy consumption of TC and the coupling relationship between MR and TC. Hence, the cutting energy efficiency model considering the coupling relationship is established based on the law of conservation of energy. An index of energy consumption ratio of TC is proposed to characterize its effect on total energy usage. Furthermore, the heat characteristics are analyzed, which can be adopted to represent machining accuracy. Experimental study indicates that TC is the main energy-consuming process of the precision milling machine tool, which overwhelms the energy consumption of MR. The forced cooling mode of TC results in a 7% reduction in cutting energy efficiency. Regression analysis shows that heat dissipation positively contributes 54.1% to machining accuracy, whereas heat generation negatively contributes 45.9%. This paper reveals the coupling effect of MR and TC on energy efficiency and machining accuracy. It can provide a foundation for energy-efficient, high-precision machining of machine tools.

Abstract: This paper proposes a framework for evaluating the efficacy and suitability of maintenance programs with a focus on quantitative risk assessment in the domain of aircraft maintenance task transfer. The analysis is anchored in the principles of Maintenance Steering Group-3 (MSG-3) logic decision paradigms. The paper advances a holistic risk assessment index architecture tailored for the task transfer of maintenance programs. Utilizing the analytic network process (ANP), the study quantifies the weight interrelationships among diverse variables, incorporating expert-elicited subjective weighting. A multielement connection number-based evaluative model is employed to characterize decision-specific data, thereby facilitating the quantification of task transfer-associated risk through the appraisal of set-pair potentials. Moreover, the paper conducts a temporal risk trend analysis founded on partial connection numbers of varying orders. This analytical construct serves to streamline the process of risk assessment pertinent to maintenance program task transfer. The empirical component of this research, exemplified through a case study of the Boeing 737NG aircraft maintenance program, corroborates the methodological robustness and pragmatic applicability of the proposed framework in the quantification and analysis of mission transfer risk.
